The approval, granted through a formal Resolution of the House during a plenary session presided over by Speaker Rt. Hon. Mudashiru Obasa, followed extensive deliberations on the report presented by Hon. Sanni Ganiyu Babatunde Okanlawon (Kosofe I), Chairman of the Committee on Local Government Administration.
The newly approved guidelines clearly define administrative structures, powers, and functions within the third tier of government.
According to Section 5, the Executive Committee of each Local Government shall include the Chairman, Vice Chairman, Supervisors, Special Advisers, Secretary to the Local Government, Council Manager, Council Treasurer, and the Head of Legal Unit. Section 6 mandates that any appointment outside the provisions of the guidelines or local government bye-laws must receive the express approval of the Governor.
Further reinforcing accountability, Section 8 outlines the duties of the Vice Chairman and designates the officeholder as Chairman of the Tenders Board, while Section 15 provides for the creation of Departmental Standing Committees to meet at least twice monthly to propose and review developmental projects.
Lawmakers praised the initiative for its potential to modernize grassroots governance. Hon. Aro Moshood lauded the guidelines as “top-notch,” capable of making Lagos a model for local governance nationwide. Hon. Kehinde Joseph and Hon. Abiodun Orekoya called for minor adjustments to align the document with existing laws, while Hon. Bonu Solomon commended the inclusion of community policing provisions as a step toward enhancing local security and employment.
With this approval, the Lagos State House of Assembly has taken another decisive step toward promoting transparency, accountability, and effective service delivery at the grassroots level.
